Simultaneously pulling the cords together raises the bottom dowel to meet the dowel above it. This is how the fabric is folded. The higher the blind, the greater the number of folds. Folds are increasingly created until the window is fully opened.

Instead, fix the blind slightly forward in the window recess, not at the back, to mitigate the problem.
